Water Treatment Plant Operator:

Wise County Public Service Authority is seeking Water Plant Operators.  Works under the Operations Mgr & Asst. Ops Mgr. operating water treatment plant(s) and distribution.  Duties include testing, maintenance, distribution system operation, recordkeeping, etc.  Must have high school diploma or GED.  Starting salary dependent on license level and prior experience.  Class 2 Virginia water license preferred but position may be filled with a Class 3, Class 4, or Trainee.  Class 1 license and/or wastewater license are a plus. Lead Engineer:

The Wise County Public Service Authority (PSA), located in Norton, Virginia, is seeking a qualified Lead Engineer to join our team. The PSA provides water, wastewater, and solid waste collection services to residents of Wise County operating treatment facilities, distribution systems, and infrastructure to ensure safe, reliable utility services.

Position Title: Lead Engineer Location: 5622 Industrial Park Road, Norton, VA 24273 Employment Type: Full-time Salary: Competitive, commensurate with experience and qualifications

Job Summary: The Lead Engineer will report to the Executive Director and serve as the senior technical leader for the PSA's engineering functions, overseeing planning, design, permitting, construction management, and compliance for water and wastewater infrastructure projects. This role involves leading capital improvement initiatives, managing engineering consultants, ensuring regulatory adherence, and providing expert guidance on system operations and expansions in a rural Appalachian utility setting.

Key Responsibilities

  • Lead the planning, design, and implementation of water treatment, distribution, wastewater collection, and related infrastructure projects.
  • Prepare engineering reports, specifications, cost estimates, and construction documents.
  • Manage project timelines, budgets, and contractors/consultants for compliance with regulations.
  • Conduct technical reviews, feasibility studies, and hydraulic modeling for system improvements.
  • Ensure adherence to state and federal standards, including permitting, environmental compliance, and infrastructure asset management.
  • Provide engineering support for operations, maintenance, and emergency response.
  • Collaborate with PSA leadership, board members, regulatory agencies, and stakeholders.

Required Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a closely related field from an accredited institution.
  • Valid Professional Engineer (P.E.) license in the Commonwealth of Virginia (or ability to obtain reciprocity within 6 months if licensed in another state).
  • Minimum of 5–7 years of progressive engineering experience, with at least 3 years focused on water and/or wastewater utilities (design, operations, or project management).
  • Strong knowledge of water treatment processes, distribution systems, wastewater collection, pump stations, and regulatory requirements.
  • Proficiency in engineering software (e.g., AutoCAD, hydraulic modeling tools such as WaterGEMS or similar).
  • Excellent communication, project management, and problem-solving skills.
  • Valid Virginia driver's license with a satisfactory driving record.
  • Ability to pass a background check, drug screening, and physical examination (as applicable).

Preferred Qualifications

  • Experience with rural or small-to-medium utility systems, including regional water/wastewater projects.
  • Familiarity with grant-funded infrastructure projects (e.g., CDBG, SRF funding).
  • Knowledge of Appalachian-specific challenges (terrain, aging infrastructure, source water protection).
  • Supervisory or lead experience on multi-disciplinary teams.
